License question

Can the license be used on multiple computers?
In other words, I am a one man operation, but do have 3 places where I use my programs. Shop, Home and laptop.
For the most part I have programs that use dongles so transferrability is not an issue, but NCPlot has a license key.
Is it tied to the CPU or the user?

Your NCPlot license may be installed on more than one computer as long as only one is in use at a time.

Do you have to be online for NCPlot to register? I read this and wanted to put it on my laptop so I can use it when I'm on the road.
